In July 28, 1977 King Bhumibol Adulyadej has commanded to establish Phayao province followed the act of Phayao establishment 1977 dated July 20, 1977.
Phayao was established in August 20, 1977 which consists of 7 districts; Muang Phayao, Chun, Chiang Kham, Chiang Muan, Dok Khamtai, Pong, and Mae Chai, with Mr. Sunya Palawatwichai acted as the first provincial governor. At present, there are additional 2 districts; Phu Sang and Phu Kamyao, leads to have totally 9 districts in Phayao.
Phayao is one of oldest city, formerly named Phu Kamyao or Phayaw, had been governed by king inherited with long period. At that time, Phayao was located in the valley of Chom Phu hill or Doi Duan and Saita river (Ing river) pass through, which was called “Phayao Lake” or “Kwan Phayao”.
In legend of Phayao history informed that the ancestor of Phayao is Pu Chao Lao Chok or Lawa Chakkarat who used to live in Doi Tung, Chiang Rai and then move down to establish Hirannakorn Nguenyang City which was Muang Chiang San.
Era of Pra Chao Laonguen (King Laonguen), who is a son of Lawa Chakkarat, the king commanded Khun Jomtham (his latest son) to govern Phayao.
Khun Jomtham managed the govern of Phayao to 36 districts, the ruler of each district had a rank as Muen and constructed the city gate as 8 locations named Chai, Hor Klong, Lek, Thanang, Thalao, Prasart, Thapan, and Aompom by 500 people in each district. The cities in Phayaw area were as follows;
near to Khun Pha Kardjumborn, Tad Man, Bang Srithum, Sai Sam Ton, Sob Huay Pu, Nam Poong, Sob Pung, Huay Boh Thong, Tad Suaw Wa, Kew Kaew, Kew Sam Chong. There were 3 stones underneath Kew Rue See, Saita river, Kew Chang, Kew Ngom, Kew Pae, Doi Pang Mae Nak.
Pong Pood Huay Kaw Doi Pui, Mae Kaw to the south of Kew Ru Lhao, Dok Chik Chong, Khun Tham, Doi Tang, Doi Nhok, Pha Dok Wua, Sae Man until Doi Pha Lhak Kai in the southwest.
Those has the cities in governed; Muang Ngoa, Muang Kao, Sa Aeab, Chiang Muan, Muang Thung, Muang Sa, Muang Aoy, Sa Sao, Muang Dob, Muang Lor, Muang Chaing Lang, Muang Ngoa, Sae Heang, Sae Loon, Pak Bong, Muang Pa Pao, Muang Wang, Sae Sonk, Muang Prab, Sae Hom.
Near to the end at Nakorn Khe Lang and Nakorn Hari Poonchai, direct to the northeast of Khon Nakorn area (Chiang Khong) Khun Jomtham had governed for 21 years and transfer to Khun Chueng who is his son. Khun Chueng was the great king in fighting with any weapons.
Since he governed Phayao for only 6 years, he could win Kaw (Yaun or Vietnam) which attacked Hirannakorn Nguenyang. Khun Chin, the king of Hirannakorn Nguenyang at that time had proud of Khun Chueng’s ability, so he allowed his daughter, Pra Nang Aua Kham, to be Khun Chueng’s wife and abdicated Hirannakorn Nguenyang for Khun Chueng.
Later that Khun Chuang was named Praya Chuang Thammikkarat and let his son, Lao Nguen Rueng to governed Phayao. Then there were many kings inherited Phayao and have the good relationship with Hirannakorn Nguenyang.
Phayao has great military force and most prosperity in Phor Khun Ngam Muang era. He was the first king of Phayao that was recorded in the history of North which lead to have the evidence to support the existence of him.
Phor Khun Ngam Muang governed Phayao in the christian era of 1258, he had the wife named Nang Aua Chaingsan, the daughter of Chiangsan’s ruler. Phor Khun Ngam Muang was born in 1238 which is the son of Phor Khun Ming Muang, who has relation with Tao Jom Pha Ruang.
Once he was 14 years old, his father sent him to study in Deva Isiton School which was located in Doi Duan for 2 years. After that his dad continually his study in Sukanta Hermit School in Lawo, Lopburi, that let him familiar with Pra Ruang, King of Sukhothai.
When he was reign, Khun Mengrai encountered Phayao, he didn’t need the war, he let his court official to welcome Khun Mengrai’s army and the war ended.
After that event, Phor Khun Ngam Muang gave Pra chao Mengrai for Muang Plai Dan which consist of Muang Pan, Muang Chiang Kian, Muang Thung and Chiang Khong, and had the commitment to be friend together.
Praya Ruang, the close friend of him usually visited Phayao annually which mostly come in Songran festival period, and had the chance to make relationship with Khun Mengrai.
This let 3 kings to be friend and made commitment to support each other by blood sacrifice at Khun Phoo River (that was called Ing River then). After the death of Phor Khun Ngam Muang, Phayao returned to be the important city in Pra Chao Tilokarat (King of Lanna) era.
In 1441 to 1487, Pra Chao Tilokarat used Phayao as the military base for occupying Muang Prae, Muang Nan including to occupied Sukhothai from Ayuthaya, and let Praya Yuthatissathira, Praya Ram’s son, who were from Praya Ruang of Sukhothai dynasty that surrendered Pra Chao Tilokkarat, to governed those possessed cities and also Muang Phuka and Phyao.
In 1558, Burengnong of Myanmar attacked Muang Chiagmai and lead Phayao to be a colony of Myanmar more than 200 years. In Krung Thonburi and the beginning of Krung Rattnakosin era, Lanna still attacked by Myanma and Siam army, Phayao citizens must moved to Muang Lampang (Baan Pong Sanook right now) at that time.
At the beginning of Rattanakosin era which was governed by King Nangklaochaoyuhua, Phayao was occupied by Lampang and Lampang’s ruler let his family members to governed Phayao until King Chulachomklaochaoyuhua reign, the king was restructure the administration system then Phayao was been the cities in Lao Chiang precinct (Phayap as later).
That restructuring applied centric administrative system that made the trend of against from all existing rulers and beneficiaries (also known as “Rebel Rattanakosin era 112”). After completely the administrative system adjustment, Phayao was established as a Phayao area province that was abased into only a district of Phayao in 1905 which has Chaoaupparat Mahachaiseetisarn acted as Phayao’s ruler. Since 1909 to 1977, those 63 years with 25 sheriffs governed until August 20, 1977, Phayao district was promoted to be the 72th province of Thailand until now.
